Far Eastern hectare – what you need to know

The goal of the program for the allocation of free hectares in the Far East, the government called the provision of the population with opportunities for self-realization. The authorities hope that free land will be of the greatest interest to young people, and so far these hopes are justified. Why the Far East? To answer this question, just look at the map of the Russian Federation. It is on the eastern borders of our country that the population density is lowest, these regions are still underdeveloped and there are a lot of free lands here.

There have already been calls among the State Duma deputies to expand the program to all Russian regions, but so far the authorities have not gone further than words. It is necessary to check how the allocation of free land plots will work in the Far East in order to decide whether it is worth expanding the program to areas where there are not too many free land. The areas where free hectares are allocated were chosen by the local authorities themselves, including the Khabarovsk Territory, the Jewish Autonomous Region, the Amur, Magadan, Sakhalin Regions, Kamchatka, Chukotka, Primorye, Yakutia.

Rosreestr is engaged in entering information about the sites selected by the local authorities, determines their boundaries. Lands that cannot be provided are grayed out on the map.

All citizens of Russia, without exception, can apply for the selected site (its area should not exceed 10 thousand square meters) from February 1, 2017 directly on the FIS portal, by mail to local or state authorities or through the Federal State Registration Service. Until that date, only residents of the Far Eastern regions themselves could use the program, now the scope of action has spread to all Russians.

The application must be completed correctly, otherwise the authorities may refuse. It should be indicated in the document:

1. Full name.
2. Location.
3. SNILS (insurance number of an individual personal account).
4. Cadastral number of the selected site. It is important to remember that there are plots that still need to be formed! There are plots that have not yet been included in the inventory! Such moments can become the reason for the extension of the terms of the allocation of the site or even the refusal of the application..
5. Land area.
6. The mail address where you can contact the applicant can be e-mail.

It is necessary to attach to the application a copy (scan) of the passport, the layout of the selected site, if it is just to be formed.

An important point!The whole team can apply. Experts note that collective applications have all the chances for better implementation. It is much easier to jointly develop untouched lands, in this case, the process of connecting communications to the area chosen by a team of like-minded people is greatly simplified. The authorities note that collective applications submitted by 100-200 citizens, for example, will lead to the emergence of new Far Eastern villages. Each member of such a team will have 1 hectare of land, no more.

It is not surprising that the Human Capital Development Agency urges applicants for the Far Eastern hectares to unite in villages. Local authorities will help organize such settlements, because the construction of roads and the laying of communications for individual owners is too expensive and difficult to implement..

Applications to FIS promise to be considered within 7 working days from the date of submission. The authorities can refuse in the event of an incorrectly drawn up application, false data, exceeding the area of ​​the land plot, lack of its scheme, if the applicant does not have registration or he is not a citizen of the Russian Federation.

Deputy Prime Minister Yuri Trutnev promised that recipients of Far Eastern hectares will be able to apply for soft loans. With these funds, it will be possible, for example, to start building a house or equip a plot. Individuals can count on 600 thousand rubles, participants in collective applications are in a more advantageous position – they are entitled to 3 million rubles at 8-10.5% per annum. Now the Central Bank of Russia continues to gradually reduce its key rate, because inflation in the country has noticeably decreased. At the same time, as the residents of the Far East themselves note, building materials are much more expensive here than in the center of the country. So 3 million rubles may simply not be enough to build a house, even if you do everything yourself.

Not only building a house and having at least electricity, but also the need for agricultural machinery can become a problem for new settlers. There is nowhere without a mini-tractor on a hectare of land, and there is simply no domestic equipment of this type yet, this is recognized by the Ministry for the Development of the Russian Far East. It should be noted that at present over 100 thousand applications for obtaining Far Eastern hectares have been submitted. And only about 29 thousand allotments were issued! That is, more than two-thirds of the applications are still pending. What is the reason for this? As we already wrote, some plots are simply not included in the cadastral system, it becomes necessary to carry out additional work that requires time.

Most often, collective applications imply the creation of a farm, some future owners plan to engage in, for example, beekeeping or raising goats and horses. Here, of course, it is very important to take into account the peculiarities of the Far Eastern climate, which is by no means as favorable as the farmers would like..

The Far Eastern hectare is granted for 5 years, it is necessary to conclude an agreement and indicate the purpose of its use, that is, the type of activity. After five years, you can apply and receive a land plot for 49 years already for rent or property.
