What is material support for students

The government is trying to financially help students in colleges, technical schools, universities. They are provided with additional social benefits, various types of subsidies and scholarships. The amount of financial assistance depends on the academic success and social status of students. The priority right to receive financial support is granted to orphans, people with disabilities, and large families. The legislation provides for the following types of material assistance to students:

• Social payments. Designed for children from low-income families.
• Academic scholarship. Payments are assigned to students on a budget.
• Payments for special achievements in science, art and sports. Scholarships are of the following types: presidential, governor, government, registered.
• One-time financial assistance. It is provided to students at the birth of a child, the death of a close relative, if necessary, to pay expensive treatment to one of the family members, etc. Money is awarded regardless of academic success and participation in public life.
• Periodic payments to certain categories of students. An orphaned student with a disability of groups 1 or 2 has the right to apply for a special subsidy twice a year. • Regional subsidies. The government of certain subjects of the country provides additional benefits to students. Legal regulation

The procedure for providing scholarship financial assistance is regulated by 36 articles of Federal Law No. 273-FZ “On Education in the Russian Federation”. According to the Federal Law “On Education”, from March 13, 2019, the amount of social benefits will be increased by 4.8%.

Article No. 204 of the Labor Code states that a student may receive additional financial assistance if he helps professors and staff of the educational institution in the process of apprenticeship. The opening hours of the Gifted Children Fund will also change slightly. The government is going to achieve a higher degree of targeting of material assistance, i.e. budget funds will be distributed between persons studying in a magistracy, residency, internship, undergraduate, specialty, graduate school.

Every year there is an indexation of all payments. Subsidies are provided from the state and regional budget. During vacation time, academic scholarships are not paid. Social assistance to students of state employees

Needy citizens can apply for additional financial support. Social benefits for full-time students are provided with excellent and good academic performance. If the student has triples at the end of the semester, they will not accept the application for social subsidy. If there is a debt for the session, the payment of material assistance is temporarily suspended. After the student closes all debts associated with the study, the administration will continue to charge a subsidy.

Who is eligible for social scholarship?

This privilege can be used by certain categories of students who are socially vulnerable. At the same time, a citizen can exercise the right to receive material support on any course, as well as refuse it. Social benefits provide the following categories of citizens:

• orphans or students left without parental care during training;
• persons with disabilities of childhood and 1-2 groups;
• persons who have served under the contract for at least 3 years;
• students from low-income families.

Terms of appointment

According to Government Decision No. 899 of October 10, 2013, there are two types of social student payments, which are determined by the level of professional education received. Students in colleges and technical schools are paid 730 rubles, and those studying under the undergraduate, specialty and master’s programs are guaranteed to pay 2100 rubles per month. Conditions for the appointment of social material assistance:

• full-time study;
• higher education at the expense of the budget.

Law No. 273-ФЗ provides for special cases of assignment of payments, a value higher than existing standards. Needy undergraduate and 1-2 year specialty students can qualify for 6307 rubles. Student performance should be above average, i.e. in the grade book there should only be marks of “excellent” and “good.” The student is required to document his financial position.

Students who have taken maternity (until the child reaches the age of three) or academic leave do not stop receiving social assistance. Information on this issue is contained in the Order of the Ministry of Education and Science of Russia No. 1000 dated August 28, 2013. The size of the social subsidy increases by the size of the territorial coefficient, if it is provided for in the region where the citizen is trained.

How to apply for student social benefits

The student is required to draw up documents proving his financial or social status in advance in order to receive an allowance for a standard scholarship. The duration of financial assistance payments depends on the category of students. Orphans and people with lifelong disabilities receive a monthly grant until the end of their studies, and the remaining categories of students throughout the year. Making social payments is as follows:

1. A student in need of social assistance provides at the beginning of the year a certificate from the social protection authorities and other documents confirming his situation, together with a statement to the institute.
2. The specialist responsible for receiving documents verifies the identity of the applicant and then accepts his application. After checking the authenticity of official papers and the validity of certificates, a member of the scholarship commission makes an entry in the registration journal.
3. A member of the scholarship commission analyzes all submitted documents and prepares materials for the meeting.
4. At a meeting of the scholarship commission, it is decided by a majority of votes whether to grant the student a social subsidy or not. The event is held once a month.
5. After the approval of social assistance, a citizen will receive money with a frequency of 1 time per month. After 12 months, the student is obliged to re-issue the certificates again, and then submit them to the commission along with a statement if the need for a subsidy remains.

List of required documents

It is better to first find out in the dean’s office or from the employee of the scholarship commission a list of all the certificates that must be submitted in order to receive material support. Often a list of documents and requirements for them can be found on the official website of the institution. Some official papers are valid for only 2-3 days, so you need to draw them up before applying. The list of necessary documents for obtaining a subsidy:

• passport;
• certificate of family composition (valid for 1 month);
• documents confirming family ties: birth certificate, marriage certificate, etc .;
• an extract showing the income for each member;
• official papers confirming that a citizen is studying at a particular institution;
• scholarship statement.

Academic and Advanced Scholarship

In Russia there is a fund to provide financial support to participants. Money comes from the state and regional budgets. When a student enters the university on a budgetary basis on the order of the rector, he begins to receive a minimum academic scholarship. A citizen will receive it throughout the first semester. If according to the results of the winter session the student has all the marks “excellent”, then he will receive an increased scholarship. In this case, the student is obliged to participate in the public life of the university.

The decision on the appointment of an increased scholarship is made by the academic council and the student body. They take into account the social activity of the student, the profile olympiads attended by him, sports events and grades for exams. The amount of payments increases for every five, but cannot exceed 6,000 rubles. With satisfactory marks the student is deprived of financial assistance. To receive an increased scholarship to the dean’s office, you must submit the following documents:

• statement addressed to the head of the educational institution;
• certificate of state scholarship;
• copy of the test book (if the basis is academic success);
• certificates of participation in the Olympiad, sports competitions, etc .;
• family certificate.

Full-time students

In addition to the standard academic scholarship, students can apply for social. The issuance of financial assistance is carried out once a month. The subsidy is not subject to income tax. Social assistance may be provided to citizens receiving an academic scholarship. Money to an individual will go to a bank account. Gifted students can apply for:

• government and presidential subsidies;
• nominal subsidies;
• governorship scholarship.

Registered subsidies exist in all scientific fields. Individuals participating in thematic competitions will be able to receive material support. Often, one of the criteria for obtaining a subsidy is the availability of prizes from international scientific olympiads and sports competitions. Full-time citizen can receive only one nominal reward.

Government scholarship

Persons studying in universities and colleges can count on material assistance from the government. The student’s academic performance should be at least 4.5 points. The list of scientific disciplines with which students can apply for government financial assistance has greatly expanded over the past 3 years. Economists, nuclear physicists, programmers, weapons systems developers working in the field of nanotechnology, biologists, etc. can compete for a reward. Applicants are considered on the following grounds:

• the availability of publications in scientific and practical journals;
• participation in contests, festivals, olympiads of international and all-Russian scale;
• authorship of ideas, the availability of patents for their own development;
• grants for research work.

Before nominating his candidacy for consideration, a citizen must publish at least 3 articles in scientific journals. Protection of work at an all-Russian or international conference will also be a significant plus. Remuneration is provided for 1 year. Its standard size is 1440 rubles. With the high complexity of the work, the student may be given additional financing of up to 300,000 rubles for subsequent research.

Presidential Payments

Persons studying in undergraduate, graduate and postgraduate studies for priority specialties for the development of the country can apply for funding from the head of the Russian Federation. In addition to a monetary reward, students receive a chance to take an internship in European countries. It is impossible to receive payments from the head of state and from the government at the same time. Students can apply for a presidential scholarship from the 2nd or 3rd year. Requirements for applicants are as follows:

• Full-time education;
• over 50% of marks “excellent” for two semesters;
• letter of recommendation from the institute;
• documented grants and patents for inventions, certificates from scientific conferences, publications in scientific journals (at least 2), diplomas from various competitions.

Governor Scholarship

This is a regional measure of material support for distinguished students. Obtaining governor financial assistance is not possible in all cities of Russia, because at the federal level, subjects have no such obligation. The size of payments and their amount depend on the region. For example, in the Yamal-Nenets Autonomous Okrug 1000 p. monthly students who are certified at 4 and 5 will be able to receive, and students who have distinguished themselves in sports competitions will be paid 500 rubles each. If a citizen has succeeded in both sectors, he will be credited with 1500 p. Requirements for applicants for governor payments:

1. Learn full-time on a budget.
2. The certificate contains only 4 and 5.
3. Received prizes in various competitions, contests, participated in research projects, published in scientific journals, etc..

One-time financial assistance

The administration of universities takes care of students, and provides payments if they are in a difficult situation. The academic successes of a citizen and the degree of his participation in the public life of an educational institution are not taken into account during the decision to grant a subsidy. Material assistance to students is provided once during the training. Apply for payment can:

• single mother or single father;
• single-parent citizen;
• a student with one or both parents dying during study;
• the citizen from whom the money was stolen, a fire occurred at home, resulting in damage to property, etc..

Payout amount

The standard amount of a one-time subsidy is 2 academic scholarships. By the decision of the commission of the educational institution, its size may be increased by 2-2.5 times. Persons with a preferential right to receive payments are provided with material assistance equal to 5 academic scholarships. The amount is not subject to income tax. Who has the preemptive right?

Nonresident citizens, students during pregnancy, raising a child without a father, women receive payments out of turn. This category includes persons with disabilities, orphans, children from poor and large families. The administration of the educational institution must satisfy their request for one-time financial assistance within 1 month.

What documents must be provided

A citizen should make sure that he has a certificate confirming his situation. When stealing money, an individual is required to obtain a certificate of damage. If, as a result of an accident, a student loses his passport, he will be able to apply for a subsidy after receiving it again. Documents for the provision of one-time financial support:

• passport;
• a certificate confirming the social status of the applicant;

Regular cash allowance for special categories of students

Annual financial assistance is provided for orphans, disabled children, disabled people of the 1st or 2nd group and for people raising their child or taking care of a minor. The listed categories of students can receive benefits 2 times in 12 months. An additional subsidy for students once a year is paid to poor citizens and those whose parents are officially unemployed, i.e. are pensioners, people with disabilities, participants in hostilities. Reasons for granting benefits:

• statement;
• certificate of family composition;
• statement confirming that the total family income is below the subsistence level;
• disability certificate.

Regional subsidies for full-time students

The government of some regions provides additional social assistance to students at universities and colleges. They are given discounts on rental housing, are allowed to stay in a dormitory for free. Citizens from large families and low-income families are given special food stamps. According to them, they will be able to purchase food in the dining room for a certain amount (no more than 1,500 rubles per month) or receive assistance in kind, i.e. products. Regional cash subsidies are provided for the following purposes:

• purchase of books and clothes;
• purchase of office supplies;
