Legislative decisions of the Government of the Russian Federation provide for an increase in pension and social payments each year. What is pension indexation

It is known that pensions are indexed by the Government in order to implement national measures aimed at improving the quality of life of Russians and compensating for price increases. Indexing affects exclusively non-working citizens-pensioners, and recalculation of charges is provided for working pensioners.

If an elderly person continues to work, receiving a salary, recalculation depends on the transfers of his employer. In discussions on the reform, the State Duma believes that working pensioners do not need to index insurance coverage, explaining this by a shortage of money for the funded part. Legal regulation

Premiums for payments to non-working pensioners in 2018 are set in accordance with the main legal documents in this area: laws “On insurance pensions” No. 400-ФЗ and “On state social assistance” No. 178-ФЗ, which stipulates the annual increase in fixed insurance payments, pension since February coefficient and social co-payments on the index of increase in consumer prices last year. Pension increase for non-working pensioners

Under the new legal norms, indexation is provided for all grounds for granting insurance pensions – old age or disability, loss of breadwinner. The goal is to provide a more tangible increase in income for non-working pensioners in the new year. Along with the indexed insurance part, the value of the pension coefficient (point) will increase.

The provision of social pensioners will not be left without an increase. This group includes persons with disabilities, veterans of the Great Patriotic War, certain categories of dependents and Russians who have not managed to earn the required number of years of work (insurance) experience by the retirement age. For such categories, legislative amendments specify that the final material support for a citizen-pensioner must be no less than last year (taking into account the social payment of the current year).

The upcoming indexation is provided only for unemployed elderly people, and working pensioners are supposed to provide for themselves. He plans to increase from earned points since August. Experts consider this approach not only erroneous, but discriminatory, socially unfair. Many pensioners work for a small income that does not cover the price increase, and are deprived of indexation. According to the law, having left work, such citizens wait for 3 months for an indexed increase. In 2018, they will receive an increase in security after dismissal from the 1st month.

Indexation percentage

Military pension from January 1, 2018

Former military personnel, as well as other persons with pensioner status, are hoping for an increase in state material payments and expect an increase in the so-called “decreasing coefficient” to calculate their pensions. At the same time, the Government of the country decided to freeze the reduction coefficient and return to consideration of the issue of its increase already at budget execution.

So far, along with the indexation of pensions for non-working pensioners in 2018, the provision of military pensioners is indexed by 4 percent. The purpose of the changes is to increase social protection for employees who resigned from the Prosecutor’s Office or the Investigative Committee. Until 2018, military prosecutors and investigators were subordinate to the Ministry of Defense, and then they entered the staff of the Prosecutor General or the Investigative Committee. As a result, there was a difference in the provision of such pensioners. The exact amount of increase for them depends on the rank (rank) when leaving the organs.

Raising social pensions since April 2018

The introduced amendments to the pension law also affected social pension payments. It is envisaged not only the indexation of pensions for non-working pensioners in 2018, but also for employees of this category who receive a social pension from the state. It will be 4.1%. According to the state statistical service, in a number of constituent entities of the country, the subsistence minimum level of a pensioner has decreased, which, as a conclusion from the current legislation, entails a reduction in social security payments, but this will not be allowed by recent legal innovations. It was decided that the total material security of a citizen-pensioner should be no less than last year (taking into account current surcharges and benefits).

How much will pensions be indexed

Currently, over 4 million people receive social pensions. The growth percentage for them will be 4.1 versus 1.5 percent in 2018, and the average pension social payment will increase to 9045 rubles, while previously social security from the state was 8700 rubles. In 2018, a pension increase for non-working pensioners of this group will be made in the spring of the upcoming financial period: these pensioners enter the 2nd stage of indexing.

Indexing social benefits to people with disabilities

The state also pays social pensions to people with disabilities who are also planning an increase. Such indexing will be carried out according to the characteristics of the assignment of disability. So, some people receive 15,000-16,000 rubles, and many of those who do not have the necessary length of service, who have only 5,000-6,000 rubles. Social pension payments were indexed by 4.1% (for comparison: in 2018, the increase was by 1.5 percent).
