Who is paid

A person who has voluntarily passed the necessary examination and donated his blood becomes a donor. This procedure can be both free and for a fee. The decision is up to the citizen. Status “Honorary Donor of Russia”

Free regular donation of plasma or blood gives a person the right to receive the status of “Honorary Donor of Russia”. Today it is the only title in the country that is awarded for blood donation. According to the law No. 125 – Federal Law “On the donation of blood and its components”, for this a citizen must pass:

• 40 times whole blood;
• 60 times plasma;
• more than 25 times blood and plasma, a total of 40;
• blood less than 25 times and plasma, total 60.

The law states that donation of red blood cells, platelets or granulocytes is equal to the donation of whole blood.

Payments in 2019

There is a difference between regional and Russian donor statuses. At the regional level, a citizen can only rely on local benefits, not monetary compensation. Indexation coefficient

Order of registration

Becoming a donor is not easy. Blood donation is considered a procedure associated with a danger to the well-being of a person. It should improve the situation of the patient, and not aggravate. In this regard, the donor must be a healthy adult under 60 years old weighing over 50 kg.

A person who has fulfilled all the conditions for registering as an “Honorary Donor of Russia” needs to be provided with a package of documents to the Ministry of Health and Social Security:

• statement addressed to the head physician of the hospital;
• passport;
• certificate of the established form confirming the number of donation procedures.

The application is considered five days. Then a decision is made on the conferment of rank. If the result is positive, the donor is given a certificate and a badge, but the social payment will not be assigned automatically.

For the first accrual of money, a Russian citizen needs to visit the local branch of social protection and apply for a bank card.

Documents must be attached to the application:

• passport;
• certificate of honorary donor;
• SNILS number.

Federal Benefits to Blood Donors

The government has approved a series of preferences for people who donate their blood. This list has not changed for several years. Guarantees from the state to blood donors in 2019:

• Free hot meals immediately after the procedure.
• Two additional days off: one on the day of blood collection, the second on the next day.
• If donation is carried out on a weekend, then the day off is transferred to another day at the choice of a citizen. If a person is on vacation, he is extended for 1 day. The employer cannot refuse to provide days off, confirmed by a certificate from a medical laboratory.
• Receiving out of turn a preferential voucher for sanatorium treatment, provided that for the current year the volume of blood or its components has been donated, equal to two maximum doses.

In addition to these privileges, there are other benefits. For example, a citizen has the right to choose the time of vacation during the preparation of the schedule, to receive extraordinary help in state medical institutions and the annual social payment.

Replacing free meals with cash rewards

Blood can not be donated on an empty stomach, and in order to restore strength, donors after the procedure should be provided with a hot lunch at the expense of the blood sampling station. Free meals can be replaced with cash compensation. Its size is 5% of the living wage of a able-bodied resident of the region.

If we take the country’s average PM equal to 11280 rubles, then the amount of compensation will be 564 rubles.

Today, the Ministry of Health allows donors to receive money on the basis of a written application. Mobile blood transfusion laboratories are unable to provide a hot meal. Here, the replacement of power is made without claims. Cash compensation is not a donation fee. The procedure is considered free.

Regional

Federal benefits are available to all Russian donors, regardless of place of residence. Each subject of the Russian Federation has the right to reduce the requirements for obtaining the status of a regional honorary donor and to assign additional preferences to citizens who donate their blood. They will be paid from local budgets. So, in Moscow the following benefits apply:

• the right to travel freely on any public transport;
• the ability to install and repair dentures free of charge;
• 50% discount on utilities and drugs;
• granting the title “Veteran of Labor”.

In St. Petersburg, in addition to discounts on utilities and free travel, honorary donors receive an additional 911 rubles each month from the city budget. Most regions do not provide for an increase in the federal list of benefits for donation.
